The purpose of this research is to see if there is a way to discern general policy definitional frameworks that are better suited to serve the children and assist in intervention and prevention efforts. I hypothesize that the more liberal the policy, the more descriptive it will be and thus the more helpful it will be for the successful implementation of these definitional frameworks. I analyzed child abuse and neglect definitional policies, the percent of abused children in each state, and the partisan composition of state legislatures. As a result, the more descriptive the policy, the more child abuse and neglect gets reported. I concluded that more research and funding is needed in order to fully understand the links between how these general policy definitional frameworks assist in intervention and prevention efforts.
