Description
This paper examines the effect of Portland’s urban growth boundary on the average sales prices of homes in the Portland metro area at the peak and the trough of the recent housing price bubble - September of 2007 and January of 2011. Controlling for square-footage, the decade in which the house was built, and whether a home was inside the urban growth boundary, we find that being within the boundary has a positive effect on sales prices in both years. The difference between the effects in the two years, however, is statistically insignificant.
